Ministère de la Santé et des Services sociaux (MSSS, Ministry of Health and Social Services, Québec)

The main role of the MSSS is to oversee the health and social services system across the entire territory of Québec. With a focus on enhancing the health and well-being of the population, it must establish the priorities, goals and orientations pertaining to health and social services and ensure that they are implemented. Within the scope of its public health mission, the MSSS is also responsible for the implementation of section 54 of Québec's Public Health Act (PHA) in accordance with a two-part implementation strategy: introducing HIA at the government level and developing knowledge on healthy public policies. The second part of this strategy is based on a collaboration agreement with the Institut national de santé publique du Québec (INSPQ, national public health institute) and the funding of a research program through two specific research funds in Québec.

École nationale d'administration publique (ENAP, National School of Public Administration) - Groupe d'étude sur les politiques publiques et la santé (Study Group on Public Policy and Health, GÉPPS)

The GÉPPS studies the process involved in the production of public policies, from their emergence to their evaluation, analyzed in terms of their impacts on health. It also aims to foster the appropriation, by the actors concerned, of knowledge that is relevant to the development of policies that promote health. Created in 2005 by professors from École nationale d'administration publique (ENAP, national school of public administration), Télé-université (UQAM) and Université Laval, it brings together university researchers, graduate students, a research professional and research assistants from several universities and disciplines. 

   

Institut national de santé publique du Québec (INSPQ, National Public Health Institute of Québec)

Created in 1998, the INSPQ is Québec's expertise and reference centre in public health. Its mission is to support the Minister of Health and Social Services and the regional public health authorities in carrying out their public health responsibilities. It evaluates the impact of public policies on the population's health and advises the Minister in this regard. Moreover, the INSPQ supports the MSSS in the implementation of HIA at government level and ensures the production and transfer of diversified knowledge in this sector (providing advisory reports and knowledge syntheses, scientific and strategic monitoring, training, supporting MSSS teams, etc.). 

National Collaborating Centre for Healthy Public Policy (NCCHPP)

Funded by the Public Health Agency of Canada, the NCCHPP's mandate is to increase the expertise of public health actors across Canada in healthy public policy through the development, sharing and use of knowledge related to public policy that is likely to have a positive impact on the social, economic, and environmental determinants of health. One of its goals is to make available the knowledge and tools that have been developed in the area of HIA for the benefit of all public health actors across Canada. The NCCHPP is hosted by the INSPQ, and for good reason. This collaboration attests to Québec's recognition as a leader in public health in Canada, in particular with regard to its laws and leadership in the area of HIA (section 54 of the PHA). 

Public Health Agency of Canada

The Public Health Agency of Canada (PHAC) is the main Government of Canada agency responsible for public health in Canada. Its mission is to promote and protect the health of Canadians through leadership, partnership, innovation, and action in public health. Its role is to promote health; prevent and control chronic diseases, injuries and infectious diseases; and to respond to public health emergencies. PHAC is also responsible for sharing Canada's expertise with the rest of the world, applying international research and development to Canada's public health programs, as well as strengthening intergovernmental collaboration on public health. Finally, PHAC facilitates the adoption of national approaches to public health policy development and planning.

Réseau de recherche en santé des populations du Québec (Quebec Population Health Research Network)

The mission of the Quebec Population Health Research Network is to enhance the development of Quebec's research capacity in population health. In its efforts to expand this research capacity, the Network encourages multidisciplinary and collaborative research. It also promotes networking and transdisciplinary, inter-institutional, and international scientific exchanges and also supports young researchers and research training in targeted sectors. Finally, the Network supports structuring initiatives and promotes the sharing and use of knowledge by various stakeholders in the health care system, including decision-makers, health care workers, and the public.

Université de Montréal (UdeM, University of Montreal) - School of Public Health (ESPUM)

A centre for excellence and critical reflection in education, research and the development of expertise in all public health fields, ESPUM makes a lasting contribution to enhancing the health of populations at the local, national and international levels, as well as to health risk management, improving the healthcare system and reducing social inequalities in health. Connected to the faculty of medicine, ESPUM brings together the three departments at Université de Montréal that deal with public health and promotes interdisciplinary collaboration, not only between the various faculties at the university, but also with the public health network across Québec. ESPUM has 700 students at the master's and doctorate levels.
